A search for approaches that can positively connect migration with development in migrants’ countries of origin has begun in Europe along with a new perception of the phenomenon of migration and a response to change in the cycle of movement. Pressure has intensified in the last few years during which Europe has set up higher barriers against the arrival of new migrants, and the living conditions for those already settled have become more harsh. Awareness of the intensification of (northward) migration – which is not always in answer to the labour market’s needs – has shifted the search for ‘solutions’ towards the countries of origin.

Age estimation is an important procedure in forensic medicine and is carried out for a number of reasons. For living persons, age estimation is performed in order to assess whether a child has attained the age of criminal responsibility, in scenarios involving rape, kidnapping or marriage, in premature births, adoption procedures, illegal immigration, pediatric endocrine diseases and orthodontic malocclusion, as well as in circumstances in which the birth certificate is not available or the records are suspect. The migrant crisis in the Mediterranean Sea: Empirical evidence on policy interventions

Abstract This paper presents a novel set of empirical evidence to explore several hypotheses regarding the migrant crisis in the Mediterranean Sea. The political instability in transit countries, such as Libya, that made pre-existent repatriation policies ineffective, called for several search-and-rescue operations in the Mediterranean, which in turn have been wrongly accused of fostering illegal immigration and increasing deaths at sea. Benché il discorso pubblico continui a richiamare una emergenza immigrazione, lo studio muove dai dati della consistenza reale del fenomeno, fortemente decrescenti nell’ultimo anno e mezzo. Si avverte poi l’esigenza di rivisitare la rilevanza penalistica del migrante irregolare, per superare la sua considerazione come mero oggetto del relativo trafficking, e si propone di mantenere invece un aggancio alla sua condizione di persona, che svolge il ruolo di soggetto necessario del favoreggiamento all’immigrazione clandestina, ancorché diverso dall’autore del relativo fatto di reato.
